The idea is to facilitate an interested provider (say 'x') to bid again quoting a price lower than his previous bids to offset the advantage gained by a competing provider ( say 'y') who had quoted a price lower than that of 'x'.

Providers, interested in wining the bid can bid again quoting a lower price because lower the bid, higher are the chances for winning the bid.

Remember do not compromise on quality to quote a lower price. Lower the quality, lower will the customer satisfaction and hence lower will be the ranking for subsequent bids.
Offer now No specific time period for bidding. But the bidding will close once the number of offers specified by the requester is reached. So if you are interested, bid immediately. Only once On completion of the bidding process Yes
